There's no specific homage in this title card, there's bits nicked from a whole bunch of film noir posters. The one poster we nicked the most stuff from was for a film I've never seen called "Calcutta", though.
As mentioned in the corner of the image, this is the last ever Detulux story. News to come on the conclusion of the current story...

Title: Chapter 03: The Consortium
This title page is styled like old noir films. Pain is in the center, looking serious and holding his Magnum revolver. To his right are the two doctors, Ralph Smiffington III and Ivanovich Gyrode. Ralph looks angry while Gyrode looks off to one side, expressionless. Behind Ralph is the logo of the Consortium, a stylised "A" character over an outline of the globe. To Pain's left is a group of men, various members of the organisation yet to be introduced, "W.R.A.I.T.H.". All six men are stood in front of a squid logo, the emblem of W.R.A.I.T.H. Below the W.R.A.I.T.H. group are Mara and the Captain, the latter holding a plate of sandwiches and halfway through chewing one. The lower right of the title card shows a large board room, featuring a long table and several chairs. A window in the wall at the end of the table features a shadowy man in a blue suit. Text appears all over the image in the hyperbolic style of old noir posters.
